Do I only have to neg hot and really confident girls?

You neg when you need to neg. The concept of negging does not mean insult her until she feels like shit. You are just coming off as an asshole. Calibration is key, you should be doing all of this in a playful manner and never have a serious vibe to it. I have my own personal sniper negs that really obliterate the girl and I know she has had enough when she tells me "stop it, you are so mean"/ "can't you be ever nice"... and that is when you cut the shit and let it cool down for a bit. Then go either into a conversation or whatever part of your game you want. Attraction has been solidified at this point.
