Guys is it normal to touch someone on shoulder or back while saying excuse me.Happens in clubs are they AMOG?

No as I never touch someones back when saying excuse me then i heard that someone was afraid of getting in a fight for touching someone and saying excuse me.... Probably not AMOG right but some said it was when you touch someone you dont know?
