I tried to hug a random girl while asking her friend if I can mary the girl, but her boyfriend popped out of nowhere and he was kicking off lol. I would feel more confident if i knew a good way out of that situation in future. What would be the best thing to say to him?

Don't game a girl that is out with her boyfriend or husband. It's not worth it. An easy way to avoid that situation is to ask her who she is there with before you start escalation so you don't encounter any issues or confrontations. If she is there with her boyfriend or husband, she will let you know.
