where can I go to see lots of naked and sexy women?

here are my requirements:
The women should be hot, under 40 (so that rules out naturist clubs where 70 year olds go)
I shouldn't have to be naked
I shouldn't have to participate. I want to be an observer only.
if it's all women that would be nice but if there are also naked men that wouldn't bother me.

I was thinking joining a swingers club but they are all very private (i guess to protect against creeps like me) and they all require you bring a woman with you and I dont have anybody to go with. and there are no nude beaches in my area.
