Meet up with her and make sure you get her alone. Then escalate, don't be her shoulder to cry on or you will end up being exactly what you have been for the past year...her friend. Don't bring up the boyfriend and if she does steer the convo away from it. Meet up and at least make a move if she doesn't go for it then at least you know where you stand and don't have to wonder. Simply, don't play a therapist and listen to her problems.
Go out with her, show her what fun really means.
Doesn't need a lot of explanation, just have a great time and laugh with her and I'm sure she'll in up hooking up with you in no time. Don't forget to escalate and go for the kiss AT LEAST.

This is actually very easy. Every time she cries or start talking about depressing stuffs, just look in her eyes and kiss her. Rinse and repeat if needed until her pants are dropped.
