No.
School systems teach you to excel intellectually, live a balanced life (with sports, military training, play, exercise) and to conform to societal standards so you don't become a criminal. School systems teach you to be social (that's what the Junior and Senior proms are for and a load of other activities). They teach you survival, teamwork and to be be one with nature (that's what the boy scouts are for). School systems teach you be competitive while remaining polite and civil (that's what the intramurals are for, quiz bees, SATs and so on).
I got bullied twice in school. Once during kindergarten (maybe it was nursery, I can't exactly remember) and once during first grade. The bullies were the biggest guys and I was thin and skinny back then. During my first bullying incident, I wrapped a stone in my handkerchief and hit the bully right in the head. My punishment was several whippings on my hands. The bully got the same SPAM. All has been fair. The second incident, I chased the bully with a razor blade. My parents got called to the principal's office and so was the bully's parents. All has been fair.
I never got bullied ever since. And several other dudes became my friends.
The way you look at things determines whether you become an alpha male or a beta male; or a criminal. Stop blaming the school system for refusing to take action and improve your life.
Alpha males act and fix problems. Beta males simply whine and complain and do nothing to fix the problem.
