You get social circle automatically by being comfortable with being yourself. If you can approach any girl at any moment it means you "don't give a fuck about what other people think". People want to be friends with a person who is not effected by other peoples opinions. You can achieve this by forcing yourself and having someone forcing you to do socially unacceptable things. Like for example your friend forces you to approach a set of 7 girls. I agree this will be really really hard. In fact it will be the hardest thing you will ever do in your life. But when you'll do it you'll get much better.

Social circles are made by being yourself... There's no magic or anything you just find someone who likes things you do and you do them with that person, then other peopl e join u, and bam u have a circle

Thanks a lot man. That was really inspirational. I guess i really just have to throw myself out there and try to show people that i can add value to their life. Sounds difficult, but nothing in life comes easy, right?

I'm facing the same problem. Ever since I moved back to my hometown, my social circle shrunk significantly. At the moment, I just go online gaming and gaming at the mall, sometimes with the meetup.com group. I missed how easy it is to find a bunch of people just by going to a college party next door.
