It depends how you're "Peacocking"...

If your wearing a big red nose, a top hat and a flower on your blazer that squirts out water it's probably a safe bet that they're only noticing what they can't miss.

If you're wearing a decent top that makes your chest look favorable and you're a good looking guy then it's likely they are feeling attraction.

It isn't "escalate and find out". You should be able to tell intuitively if she's into you at all. If you sense that she is then you need to build up the sexual tension when you escalate. You start of with something subtle like prodding her thigh to get a reaction or touching her hand, if she IOI's, then you continue from there and take it through the further motions of seduction.

It's generally understood that when a woman opens you, she's usually interested in you. It's up to you, through your interaction with her, to either have it be a platonic friendship or something probably more to your liking. Like everyone has said before me, since you were there you should know whether or not she was interested. But being a third party, if I saw her approach you and start a convo, to me it would look like she was in fact interested.
