Is She Sending IOI's or is She Just Touchy?

So there's this girl that I've been talking with for some time. She constantly gives me what I would assume are IOI's (lots of physical contact, carrying on convos, etc.) but she also does the same with others too. Less frequently albeit and less aggressive (grabs my wrists, lightly touches others or stuff like that). I'm nervous to make a move because I'm not sure if she is green lighting me or not. Any advice? Thanks guys

If a girl coughs in my presence I assume she coughed to get me to look her away. Whether she did or not I look for every opportunity to propel me into making a move.

Thanks everyone for the replies! Went on another date with the girl a week ago and kiss-closed without a hitch so turns out she is definitely interested. Now I'm just going to have to get over that sticking point.
