Depends largely on the locality. In my county and the neighboring county, touching is very much aloud above the waist. Go up north into Canada, and the private dance areas have giant bowls of condoms. Meanwhile, in clubs just over an hour west of here you're not allowed to touch a girl at all.

To make it more confusing, generally each girl will have her own rules about what's ok.
