I'm pretty confident i can make a move BUT should i take it seriously or do most hired guns do that on purpose to increase business?

Talk to her flirt back make her laugh lay the groundwork then come back within a couple days lay some more groundwork then as you're about to leave go for it. That's my approach and its worked extremely well for me!! You lay the proper groundwork making a move on a waitress is no different than a girl at a club my opinion anyway. However if coming back in a reasonable amount of time is not an option build as much rapport as possible and go for it.
