Basically, we've been chatting since the last date but not seen each other since (been a week). The chat was boring so I sent her a message earlier saying I wanted to suck on her neck again

She replied, saying it's Ramadan there and I can't do that.

Questions:
1. How to respond? I'm thinking of leaving it a few hours and then just saying 'that's a shame'

When a girl says "I can't/don't want to because[...]", ignore everything after it, because it's a bullshit reason. The actual reason is that she isn't feeling attracted and horny in that moment. Ramadan has zero to do with anything.

The only exception to this rule is a legit constraint such as "I can't meet you for lunch, I'm in Arizona at a funeral. How about when I get back?".

Some girls like to sext. Some don't. Either this girl doesn't, or else she just doesn't want to with you yet. Stop saying sexual things over text.

^^ the rule go by is everything after but is bullshit. At that point I either ignore or act totally unaffected. Ignore see if she hits you up if not hit her up. Don't be needy and as the above poster said don't say anything sexual over text. However girls are serial fantasists so what I like to do is what I call indirect sexting say some with an ever so slight sexual undertone see how she responds to it and go from there. 9x out of 10 they will start to reciprocate then I tease them about having a dirty mind. What I find you send a txt with a 1% sexual undertone she reads it her fantasies start going she replies with a txt with a 2% sexual undertone to feel you out then you carry on from there. That's how I do it it works for me.
