We hung out last week and had a misunderstanding (both of us were hammered), things are smoothed out now I believe. I asked her to get lunch this week but we're both really busy. I don't wanna seem needy by continually suggesting times to hang out, what do I do? Try again next week when both our schedules are a little more free?

Take it from me, no girl is so extremely busy that she won't make time for meeting a guy she really likes. This girl may simply not be into you that much. And don't ask her (or any girl for that matter) out on lunch dates. Lunch is for meeting your buddies or people that try to sell you something, not for dating girls.

asking her now suggests that you're thinking too far ahead, like you're already thinking of her as a girlfriend. she wants the fun of earning this, so why deny her? I think it's better to focus on meeting her in the near term first, perhaps a couple of times before this event that happens in 3 weeks.
