why can't I complete mission 3 of "Rules of the Game"?

Yeah, don't do The Rules of the Game or anything like it. Read the actual book "The Game" and get into that. That in itself is highly motivational. Rules of the Game is kind of the opposite of The Game as it's supposed to numb you to embarrassment and putting a woman on a pedestal. You basically learn that you can always get another woman and you will get turned down a lot along the way. When you start to get a lot of success is when you start to be more confident and don't let those who turn you down get to you.

The frame of mind for it is: Break it down and rebuild it into something better and stronger. Problem is a lot of people won't feel able to rebuild themselves and come out better and stronger.

Just read The Game by Neil Strauss and Mystery Method after that. The Game will get you motivated, do an excellent job of introducing you to a lot of key concepts of PUA and give you a base to start off from. Then read the How-To guide Mystery Method. That will place all of the theory together into one big guide that's easy to follow.

Is "How-To guide Mystery Method" a book's name? I cannot Google it.

Don't use his tricks and canned material. Just use it as a step-by-step guide on what you should be doing. Be natural and learn to think on your feet. Use some canned material like "tests" and such that not everyone knows. Things that are easy so you can turn around and say you just read it somewhere or a friend told you about it if they've had it done before.

For example when Mystery writes about using a magic trick on a set just improvise with a story or a test of some sort.

Spot on ChitownMaverick. It's easier to get motivated when you feel good.

If you're the structured thinker type OP, GamesSN's recommendation is spot on. Some guys get the gist of things better when seemingly complicated concepts are broken down into very small, easily understandable parts.

hahaha I remember that mission, it was really nerve wrecking. Ironically it would be a lot easier if you go outside to a cinema and ask strangers for recommendations instead. Personally I skipped it after doing 1 phone call and got "er... I have no idea...".

I would say skip that mission and move on, at later days the book does give you pretty good missions (like the one where I have to approach 3 women and ask for a clothing store recommendation, that helped a lot in overcoming approach anxiety) and solid lessons (the Briefing section) so don't chuck it away, it's definitely worth pushing yourself a couple more days.
