I run into a girl who can't keep her eyes off me and her eyes follow me through out the club, library or mall etc. I am more use to approaching girls who aren't giving me attention. any tips? Indirect or Direct?

Even if she wasn't checking you out for whatever reason you can't be faulted for saying hello to someone. If you're in a club or out at night, depending on the woman and what time it is(If it's later in the night), try being cocky/funny but don't wait around. Follow the three second rule otherwise she knows that you know that she's interested and you've had to pluck up the courage to say something to her.
If it's day game try saying hello and complimenting her but don't let it awkwardly hang there, follow through almost instantly and say something like her coat really matched her eyes or something like that.
