So I met this girl with a direct opener, she seemed interested in me, we talked for about 10 (because I was late for something), exchanged numbers and when I left she texted me right away.
Anyway we texted occasionally but she suddenly didn't respond back. We were talking about her hometown (she lives near my college campus but I live 2 hours away the campus) and I stated something about the people over there being hard drinkers and I was surprised a girl as beautiful as her was from over there.

Now she responded 4 days later with multiple texts saying things like "aww thanks", "sorry for answering now" and "hope u are ok! ". I had planed to go over there and meet with her in less than 2 weeks.

What should I respond? should I wait a while or just ignore her until I decide to ask her out?

Ask her out straight away.

Uhh I cant just ask her out on my first text after 4 days... She had already told me we would get to know each other when I got back or when classes start. I wanna know if I should adress the fact that she took 4 days to reply, at least say "its ok dont worry" or neg her.

i would:
take a long time responding to her if i respond at all

not rag on a chicks hometown and say you heard they were all alcoholics in the future

Ignore and continue. A few texts back and forth then ask her out. See if she's REALLY interested.

You could start by no longer viewing these things as a " 'Big 'Deal" or a deal at all. You're out there meeting women, you are already a step above a lot of the guys here. Theres no " Time" or "Space" when you are dealing with women. All is fair in love & war so treat this just as if she responded saying " I'm so happy we met, I can't wait to finally go out with you " .

How would you respond if she said that? Thats how you respond to this.
