Dublin's not very big. Stay in a youth hostel in the middle of town... check hostelworld.com if you need to. Make sure it's one with a lot of rooms and a big common room. This is where you will meet hot traveling chicks... I met a cool Korean woman in Dublin who was staying at my hostel, and who definitely wanted an f-close at the end of the evening!
The bar scene in Dublin is restricted to a small area of the center of the city. Ask around when you get there... you can also get information about the best clubs/bars from the hostel workers. Or google "best bars dublin".
Just be aware that Irish girls are not automatically impressed by guys from the States. If you say "wassup" to your average Irish girl she'll just turn around and ignore you. Make the effort to read up on Irish history, language, culture and politics... when you open a set of Irish girls you'll have something to talk about, and you'll stand WAY out of the crowd because you'll have actually shown some interest in their country (yes, this will turn girls on).
