A good advice!
Girls give phone numbers only when you tell them to give you.
I would take a phone number and only use it for calling. I would wait until the right moment and then start attraction talk until the girl is ready to meet. I would end the call when the girl feels comfort.
Then I would meet the girl in a place the girl is interested going to. I would rather forget the money, because it makes a psychological barrier to the conversion. Therefore I would not waste money for the sake of getting the girl.
I would go exactly on time or a bit before and see the girl coming towards me and feel good. In ten minutes I would like to get enough attraction and comfort. Thinking here about the call you ended and the situation you are in is very important.
You can also pick the girl up and meet the girl in her place and then leave and later go back to the place.

You should know exactly where the girl is and reaction of the girl. When the reaction is positive, then you should talk and approach immediately. Women value strength and similarity. If you wait then it changes the relationship even in the future.

A lot of girls don't like talking and would not talk to guys on the phone, they prefer texts, specially at the beginning. Getting numbers is a waste of time, unless the girl is clearly into you, chemistry, make out etc...
Text, chat, written communication(more investment from her, more efficient, less room for error) the goal is for a meet preferably a subcommunication of a sexual encounter to take place(my method), or to keep the leads hot if you or her ,are not available for the meet.
No you dictate, the meeting, you lead and take the responsibility for her, my average spenditure in dates is less than max $10 dollars. Unless i have to pay for motels, or swingerclubs.
On time or a bit later 5-10 minutes ( to make her built anticipation) but it does not really matter much if at all. When you meet neutral/aloof and let her settle down since she is probably nervous. Or go for a make out right away.
