Absolutely. In fact, a girl breaking eye contact can sometimes be seen as a show of interest just as much as maintaining eye contact can. You'll be able to see in her face if she's thinking "Holy shit, look how hot that guy is and he just looked at me".
I think you might be right that Breaking eye contact can show interest too. I'm so used to girls looking me in the eyes when they're interested so it's just a little different from what I'm used to.
