90% of courtship interactions (Figuratively) are started with females sending signals but that doesn't mean a man can't show interest before a woman. Sometimes you notice her before she notices you so you send the first sign. Women are usually more perceptive and intuitive about their environment this also means they notice the potential mate before the man, this is especially true when it comes to the single or DTF women, they notice who they'd fuck or who they wouldn't, from an aesthetic point pretty early on.
Younger girls ages around 14-23 are usually pretty boy crazy and a bit more centered on looks in my experiences, this doesn't mean you can't win them over merely that they are a bit more in touch with their initial physical attraction rather than the feeling they gain by interacting with someone. So they send out a ton of attraction signals looking to get attention(subconsciously) and this means they are often sending out the first signal.
Sending the first sign is merely to get the attention of the opposite sex (Anthropologist David Given's first stage is attention) after that you look to get your initial attraction is recognized. Then comes the interaction, touch, and sex. His is less complicated but the basic premise is what I was more referring to.
So overall yes women tend to send the signal first because of their intuition for an environment but really it is the person who gains interest soonest that sends the first sign.
