Moral of the story, don't give up on dead leads.
You are absolutely right, I do this often as well. After all, there was some form of attraction in the first place to get the lead. It's always wise to stay in good regards with all leads, unless she was a total @$%!*
I've concluded over the years that being intimate with a woman has more to do with her present state of mind then anything else. If they are all stressed out over an ex boyfriend or still dealing with one, or just overwhelmed by anything in life, they can easily talk themselves out of any type date/or hook up. Big on that list is any insecurities the woman may be having at the time of a flake.
On the other hand catch the target at a need or want point where she's feeling sexy and in need of some attention, there's a lot of potential.
If the initial attraction was there once it can be again. It's just a matter timing and keeping yourself in their radar and being there at the right time.
