From what I understand, the girl was catty and came onto my brother. I don't think he was dependent on a reaction or even flirting back, but just entertaining her efforts to hit on him. If he wanted to establish any kind of relationship, then I agree, it''s a bad move as opposed to just showing up. An IOI is her agreeing to meet, after all.

Well then it's partly fail on your part for failing to mention half the story. I've done some seriously fucked up DARK stuff, and I never claimed to know that girl or your brother just took best guesses by what you gave, which was partly true about her coming onto him. Now obviously, if she is THAT hot, it doesn't take a fucking genius to realize she has MANY OTHER FUCKING OPTIONS. I don't have to know her history to know that motherfucker, that's COMMON KNOWLEDGE. Now she approached him, for whatever reason, I cannot say and neither can you or your brother. Maybe it was desperation, maybe she liked what he was fucking wearing at the time, and perhaps maybe she's in his social circle and had no other better options (true reality) but this is often the reason why women approach guys, rarely if EVER. I've seen it fucking all.

I will say though, based on such limited information, dropping a date you're interested in 100% makes you a chode, a retard, and all of the above.
