The other day I was at a bar with my friend drinking and this girl i know a little approached me and it was her birthday. Long story short i bought her a couple of drinks and we talked for a couple minutes. we had extremely strong eye contact and she kept wanting to hug me. one example is that she hugged me in then said now give me a real hug not an awkward hug so we hugged again........ IOI?

Any girl within a 5 foot radius around you who is hanging around for no real reason is fair game, and yes, consider it an IOI even if it isn't.
