No it isn't an IOI. It's a message over Facebook.
If you want to know if it's an IOI - call her now, tell her when you're going to be at a certain place, it'll probably just be a few friends with you (it doesn't matter), maybe a couple of hotties (use whatever term you like), and she should be there. You gain compliance this way, and end questions.
Why the hell do people message people on Facebook they don't really know and think it's some invitation to fuck? There's a .0001% chance of that happening. Get real. It could be boredom, it could be curiosity, she could be writing a fucking paper on men of your nationality. What you CAN do is gain complaince and see if there are any actual IOIs.
