Why is this? Why when a hot girl acts desperate/thirsty/needy for your affection its okay? But, if you act desperate for her affection she gets turned off?

Because a woman's most prized asset is essentially her feminine energy and affection. They don't believe it comes off as needy from their end. If you do it, it can come off as needy. They want dominance and persistence.

I don't think its a two way street though. If a HB tells a guy "I like you so much" "you're so cool" " I really want to hang out with you again." the guy will let this go, but if the guy does it the girl won't answer her phone.

I mean excessive neediness for a guy is at a much lower than excessive neediness for a girl. Maybe its guys egos that let stuff like this slide
