1. Ask for directions somewhere. Tell them you're from out of town. Ask if they'll be heading there too? Set a time to meet up.
2. Just do the above.
The hardest part will obviously be approaching. But example, go to a night club or something.
You: Hey, I'm not from here, know any good restaurants? Engage in conversation, find out their situation, set a time for you to meet them at said place or at a different location.
