i'll put it in the simplest form:

6 months ago, i join english class

a 10, im introduced to by the teacher
we get to know each other
more or less for the next 2-3 months she shouts me name before i get a chance to start a convo
i told her, i want to get to know her better
she is on and off with her Bf

it was really obvious she fancied me. i made that obvious to her also.

now, on the last day before holidays, i asked her out, and i got her number. when class finished, she quickly went out before i realised she was gone, and i was left alone when she agreed before she would come out with me. why is this?

i have her number. although, i havnt seen her for 2 months, why? because she has been kicked out of college.

she frequently mentions me to a mutual friend saying how i am, although i havnt text her for 2 whole months also.

what to do?

Give her a call and see how she's been and what's she's doing with her life now that she got kicked out of college. Build up some comfort that has obviously been lost over the last two months, then have her go get some lunch with you. I just replied to your other topic and realize you have some social anxiety, so if nothing else, this phone call will serve as experience to help you overcome that. You have nothing to lose anyway since you'll never see her again if you don't go out with her.
