What happened here is that she wanted to kiss you but was waiting for you to initiate it. For future reference always assume she wants to kiss and just go in for it. If you get rejected, big deal, on to the next one, but at least you won't miss out on an opportunity.

If I were you, I would try to hang out with this girl again and kiss her as soon as she showed up to your "date" or wherever you decide to meet up.
