You can start with Daniel Goleman's "Emotional Intelligence".

Take a course in NLP. You need to make sure it's the right course, a lot of crap ones out there. NLP is at the core of a lot of PUA, essentially it's about understanding others better, communicating in ways that are functional, but there is a lot more to it.

Non-Violent-Communication (NVC) is also good for reaching the goals you have outlined. It's about communicating in ways that respect the goals and intentions of others while finding out more about them and gaining their cooperation through aiming confrontation (when needed) towards resolution rather than conflict. Of course there is also a lot more to NVC than that, you can start with wikipedia, and learn a lot with books before you take a course.

Ultimately you will have to learn a massive amount, only to forget and drop it all as you approach mastery in this field. The student learns, the master forgets.

A bit like PUA, we noobs must learn all the tricks, gimmicks and cructches, but to become a Master you must drop all that stuff or it gets in the way, as it turns out there are no short-cuts, you cannot reach Master without being student.

It's kindda strange to ask this in a place where 90% approaches people with dozens of pre-made lines just to (its not true, easily speaking) get into female pants.

If you wan't to know what people mean by saying it (are they lying etc.) you should look at body language.
