There's this girl I know who is often overly friendly and nice to me some days. However, on other days, she deliberately avoids or ignores me.
Is this some sort of attraction tactic for women?
Any ideas?

Give them what they want and you've lost. Here, you need to show your dominance and begin to lead the interaction, eventually you'll find that they'll stop ignoring you as you build attraction. Another thing to bear in mind is to do this as quickly as you can, because she'll probably lose interest if you take too long, or will assume that you are not man enough to lead the interaction.
So in answer to your question, yes it is an attraction tactic, but don't fall for it, simply treat it as a shit test and do whatever she least expects, which in this case is to not give her the satisfaction of a chase and instead take initiative and make her chase you.
Another possibility is that she does not wish to be seen talking/flirting with guys. Is there anything specifically different about what she does on the days she ignores you, or anyone else she sees on those days?
I realize this is all a bit vague, but perhaps someone with a bit more experience under their belt will give a better answer than me.

On the days when she ignores me, basically she does everything to avoid all contact. I'm not sure exactly what I can do to make her chase me on those particular days, but I guess it's best to have as little contact as possible as I don't want to appear too needy.
What can I do to surprise her and make her chasse me, if she decides on random days that she wants to avoid contact?

The way I'd do this is to give her a little attention on the days she speaks to you, but give her a little rejection afterwards. This way, she feels that she wants to regain your attention. This is a big concept in Kino escalation, however Kino is simply a delivery method for this.
For example, say you are both having one of your flirty conversations. Flirt back obviously for a bit, then stop responding to her advances. She will eventually back down at which point you turn the heat back up. Now eventually, she should start flirting harder or for longer. You can now escalate the flirting. I find the easiest way to do this is through Kino. Rinse and repeat. Now all you have to do is take this same concept and scale it up so that you are doing this over a larger time frame. If you're just looking to pick her up, however, you could do this on the small scale I showed you and ask her on a date at the end of the set, or for her number.
