Should I start seeing other people? Give it time? What would you do?

Unfortunately, that's likely what she's doing anyway. When a woman refuses to commit and gives you the "I don't want to put a label on it" speech, that typically means she's juggling men or is having trouble getting over an ex.

If you can't handle something casual, drop her. Otherwise, start looking for new women. That title, that you are in a relationship, carries with it a promise of monogamy. If she doesn't want the title, she doesn't want the monogamy. So go find a few other girls.
