Seen this before, and it's extremely hard to adjust ''the game'' to a younger girl as her, from my experience, younger girls usually play safe and wait for longer terms before getting attracted, they have no life experience or nothing, so it's hard to get to them with game.
I'd suggest that You just stay be-friended with her and expand your social contacts, text her once in a while with good information and eventually when You do hook up, take it a step forward depending on how Your relation is with her.
I had a girl I fell inlove with from the first moment I saw her, we became friends and it took 8 months before we eventually got into a relationship, she was 16 and I was 15. there was absolutely no game involved and it was purely based on friendship and sharing the same aspects.
