You often want to say them, but it seems like you lose such a massive amount of value/status by saying them, it sucks.

Just say to a girl
YOU: "Guess what??"
Gril: "What??"
YOU: "I Love You"
Girl: "Hahahhahaha, I Love You 2"
When you say it smile and say it half jokingly but in a flirting manner.
I've done this several times and it does work. Just make sure you know that the girl isn't one who takes words too literally but likes to have fun.
