There is no way you can know somebody through and through, but in real life, you usually do have a gut feeling.
Since we dont have a lot of info here, i cant really say if he is interested in you or just wants to hang out. But, on the other hand, if he totally would not be interested in you, i dont think he would agree to meet and do something.
I think he is not flirty because he doesnt know how to be flirty, considering the age and the way you 'met' each other. ofcourse, i cant be sure. These are more prejudices then facts.

the last time we spoke was tuesday and we kinda made plans to hang out tonight and he said he would get back to me and let me know if friday worked for him but he never got back to me.
so now i dont know what to think. maybe he was busy since its the end of the year and all which is reasonable but still.
and LD: he wasnt overtly flirty but i think you are right about him not knowing how to be flirty without looking ridiculous. for example, we would both say we were bored then he would say "yea but i wish we could be together so it would be less boring." and stuff like that.
the longest we have gone without talking is 1.5 weeks so maybe this isnt anything big but is there a way i can keep him interested?
EDIT- he messaged me yesterday asking about my nye plans and we talked for a bit then today we talked again for about 3 hours. he said he would be right back because he had to do something but then he never did. also, we rarely text. is this odd?
