In that situation, I'd have "punished" her. If she texted me and said she had to go shopping or whatever, I'd say back to her "Oh wow. That's cool, I'd totally forgotten about that tonight, lol." She'd respond back with something like, "Ok, well we can meet up some other time." So then you say "I'm gonna be super busy the next few days, but I might be able to squeeze in a few hours on (insert day) or on (insert other day)."

For now, you gotta listen to these other PUA's posting. Take the lead! Tell her what you are doing and invite her out. If she is willing to just go with you while you eat, she was looking for an excuse to hang out with you. You got this, bro.
