When to stare at the target when in a group? (60 question)

Been reading 60's stuff lately, and from what I understand he reccomends for groups that

you stare at the girl's eyes when you are talking to her to create tension
you stare at the girl's eyes when someone else is talking to you to create tension
you stare at the girl's eyes when there's another speaker in general to you to create tension

so... you just stare at the girl's eyes the whole time I mean wtf?

What are some things you look for when you want to create tension that way and when you don't want to?
