She flirts HARD with guys, then suddenly ignores their very presence. She's done this two people that I know of; one of them being me.

Is it a mental condition?

I guess I should explain, when you give someone attention and take it away as soon as you see them respond, they are left with a craving for that positive attention. It's a solid tactic you can use to build attraction and I'm guessing she knows how to use her looks and flirty nature to get what she wants.
