Here's the story...

I'm 20 and my sister's friend who is also our neighbor is 15.

She is ridiculously good looking for her age and she's only getting better with age.

I really want this girl at some point just wondering how I should approach it or should I just back down?

Dude she may in fact be stunning one day but there are a lot of girls who are 20 that are stunning, you don't need to wait for a 15 year old to become of age to get a beautiful woman.

That's illegal. Either give her up or face some legal shit. And also, don't try to wait until she's 18. Just forget it. Fuck some other chicks who, y'know, won't cause you to get arrested for it. And if you're worried about making a good impression now on her, then do a bit more research on game. Besides, she probably won't give a damn about whatever impression you made by the time she's legal. Forget about it, and if you still wanna tap that when she's 18, game her as you normally would.
