I think if your game is soooo down-pat that you NAIL every aspect of the pick-up ALL the time, then at what point is she going to walk away? She won't!

If your inner game is approaching 100% and your outer game is fine tuned and tested to near perfection, I can believe that you'd F-close more than you don't.

I'm combining my experience and just common sense when talking here. I've known guys that can F-close around the 30% mark and all of them did it with a major flaw in their game, mostly a lack of kino or letting themselves be AMOGed all the time. One thing these guys all had in common though was persistence, if they got blown out they'd just figure out a way to get back into the set, and if they met a girl that "wasn't open to being picked up" they'd just keep pushing until she WAS open to being picked up.

Also when I was an AFC if I had a wave of bulletproof inner game I could F-close around the 30% mark too, and this was with zero PUA knowledge.

So no I don't think this is fairy tale stuff.
