I'm a utter newbie at this and have tried the techniques only a couple of times before.

So, I met this HB8 at a friend's party. Apparently she's my neighbour. It's surprising because I had never seen her around before. I negged her and went through A2 material mostly. She gave me a couple of IOIs but I had to get out of there due to some other reason and could not timebridge in time. Later I find that she has added me as a facebook friend. I don't want to ask her out or anything and am unsure as to how I could get her to a new attraction location to finish what I had started. Any advice is appreciated!

She added you on facebook or you added her and she accepted? If she added you I'd take that as a strong IOI. Where you go from here I'll let the pros handle though...

I don't know where to take it from here.. I don't wanna come off as needy by messaging etc.

If she added you, it's not needy to message her and say it was fun meeting her and you guys should hang out again, suggest a couple of day 2 options and exchange numbers. She likes you.

I sent her a message with this general format:

"It was fun meeting you the other day. I am going be busy next few days for blah blah. But we should hang out sometime"

I don't know the common ground with this girl and didn't know what day-2 options to suggest.

She said something along the lines of
"why don't you join common-friend X at our next random-meetups"
After the 'few days' had passed.
