I'm spending my winter renting a villa in Spain (I'm not from here). Most people don't talk English (or at least not very good).
BUT... if I approach any girl Anywhere (!) and start with "Are you from around here? Where do you locals go out at night to party?" it's a killer opener. You can change it a bit: I'm here on business, etc etc.
Why (please correct me if I'm wrong. I'm a new at PUA):
- DHV - I travel, I'm a bussinessman, etc.
- Force her to show you that she can fit your standards (you're assuming that she speaks English) from very beginning. For most people (even young) speaking English is out of their comfort zone. But
not even one young girl said that she doesn't speak english so far. It's not something they're proud of.
- Giving you the opurtunity to number close very fast so you can join her group when they go out.
And it is a genuine question. You probably won't know what is the hottest venue in city you're visiting. So she won't have the filing you're opening her... cuz' you're not.

It will look like you're uncomfortable (if you're not very good at that specific language). You'll be the one trying to get her to understand you and she'll have way more excuses and "fuck off" routines in her mother language
