I agree with Century on this. It sounds like she's hanging out with you because she feels like she has to or has put you in the friend zone rather than wanting to hook up with you. Drop her and move on.

What are you texting her about? Are you trying to arrange to meetup or are you talking about general crap like the weather?

I'm in a similar situation. This girl is younger and has heaps of commitments and strict parents. It's proven to be impossible to meet up (but I know she wants to). I limit my contact with her unless it's about meeting up. I will throw in some random c/f texts to keep contact. But it's got to a point where I have to limit my contact with her because I'm just gonna come across as needy, annoying and looking like my life revolves around meeting up with her.

It's annoying because she is keen to hang out but it just hasn't happened. Just try not to come across as needy. If she keeps contact with you then try again at a later date to meet up. After all what have you got to lose.
