Froze out this girl for two weeks now and I don't want to loose our connection we had. I am sure it will not be the same and my game will have to be on next time I see her/message her.
Should I wait till I see her in person, or give her a call and say I have been preoccupied and haven't had a chance to call, as some other PUA material suggest?
Girl came out admitted to being attracted to me but does not want a relationship, One week she will call herself mine and act like my girlfriend or say "our cousins or our car" and points out when she says it as if she accidental said it. Then other times she says she wants me to find another girlfriend or I should go and get that girls number.

What was the reason for freezing out? Depend on what she did wrong, you can determine whether 2 weeks is too long for a freeze out. I usually just do like a week, cause if you drag it out too long, you risk losing comfort and attraction.
However, I don't think you should initiate first, if she did something wrong and you punish her, then she should know her fault and tries to win you back. If she doesn't, just move on, it's not worth your time.
If you were just randomly feel like pulling a freezout on her out of nowhere, then it's okay to send her a text.
