I'd agree that comfort is partially a matter of habit, but that's not the whole story.
I'm a student, work IT part time during the year, working in a legal office during the summer but dress nicely for that (and yes, the difference in the way women treat me overall is ENORMOUS). Some people are really bothered by it ("just look at afcalex20 sitting there in his flannel pants and his sketchy reeboks"), some people love it (my ex for one), most people don't feel too strongly one way or another.
