This is because girls have to "calibrate up" as us guys aren't so "primed" to look out for ioi's.
ALSO (and this is the kicker) Girls are FAR more likely to give IOI's to a guy who isn't looking out for them. He is not checking out girls and is completely engrossed in his activity (working out, hanging with his buds etc).
The girl has to WORK for his attention.
If a girl looks in your direction and you IMMEDIATELY start to stare at her, this will probably freak the fuck out of her and will come across as a bit desparate.
Secondly, you shouldn't have to wait for IOI's to approach, that's afc.

In my
experience the pre-approach ioi's are different concerning the GIRL not the location or time.
if she likes you on first sight she'll let you know, day time, night time, subtle or not. She will give off the signs.
Oh and definitly stare while holding a cheeky smile. It increases tension, tension is good, tension is your friend. looking away and back at her constantly is cowardice, cowardice does not get rewarded by girls.
there's a balance to it, if someone asks you something you turn your attention back to that person. Not stand like a tool drooling and being non-responsive to the rest of the world.
But I think that's pretty common sense.
