Well, the fact that she told you she wasn't looking for a relationship is not something you should worry about, don't take it as some sort of red light, just keep gaming her as if nothing happened.

3 months later, that's kinda tricky if you ask me. You're asking how you should proceed from here, if you want to see her again your only option is to call her i guess.

No need for excuses for why she haven't heard from you in 3 months, just tell her the truth, a lot of things happened and you sort of forgot about her. Call her as if nothing happened, tell her you suddenly thought of her and can't believe you actually forgot about her. If she asks who is this or that she don't remember you or anything bust on her for it, tell her shame on her because she forgot about you.

No and yes....it depends on circumstance. If she still has that same drive she had for you when you see her again, like comfort, kino ect, then go ahead. But if she is kinda hesitant with you, then just work on building rapport with her.... allot can happen in three months, so be careful.
