I know it may sound a little cliché but easiest way I found when playing office game is to get a group of people including her. Do something generally normal like dinner then start bouncing dinner > bar > bowling whatever each bounce you are going to loose a few people and each bounce builds comfort. You can build keno as you go then end it with something at your place. Since it started as a group get together and you didn't obviously walk out with her she doesn't loose any social proof.

Well if she is not an HR issue then I would just go in and game her find something cool to do and see if she wants to come along. If not talk about how awesome it was maybe even have some coworkers mention they went to ... and how amazing it was then a couple days later try to bring her to something else. just make sure it's interesting. I follow styles advice her I get a lifestyle paper and craigs list and plan out my week with fun interesting stuff then I alway have something to bring her too that's unique. you can always venue change to get the dinner or drinks in later but what she there for needs to be fun.
