(I'm Japanese) I can tell you a thing or two about Japanese foreign exchange students. I have successfully helped my friends hook up with them before, I show no interest in them, but it's my specialty if I had one.
They don't like Japanese guys AT ALL so if you fall into this category (unlikely) you got your work laid out for you. (it's pretty much the opposite of what they're accustomed too)
Some key things you need to know and do in order to help your situation.
1) They'll never respond openly to touching, it's not a part of their culture but it's something they like about "foreign men (from their perspective). Japanese guys are known to be stiffs, unromantic, and inconsiderate. You'll know it's too much if they move, otherwise it's all good. But like most women if they're attracted to you they'll reciprocate, building to this level WILL take more time... sorry dude

2) Get a fancy hat. They eat that shit up, no joke. Japanese guys are use random baseball caps or put too much care styling in their hair which ends up looking like every other Japanese guys hair. If you get a fedora or something suave it'll work. TRUST ME on this.
3) If you HAVE TO hang out with them (you can't wait for an event to come up or don't have any plans) suggest drinking, it's part of their culture and ASK them to show you a drinking game. Japanese girls know a couple it'll be very goofy but you'll have fun (don't do this if you want to isolate, but it's becoming to silent go for it). Or better yet, teach them a game. I know you're knew to drinking, but it's a lot of fun, beer pong works magic to Japanese girls.
4) Say "Eigo de nan desu ka" EIGO (like the waffles) de (you can say "day") nan desu ("desss") ka if you're curious to what they're talking about in Japanese. REMEMBER THIS, it'll keep the conversation going and show that they speak in Japanese they have to include everyone. They'll always be more than happy to share and sometime it'll be naughty stuff.
5) Their friend(s) will always ask you questions never the girl directly because they're to "shy" to do it directly, to counter this say something witty to the girl directly (something she'll understand) it's hard to explain, but bring it up to her don't let them get away being secretive.
6) If they start calling you "Cloudboykun" (NOT SAN) then they're comfortable around you, start making your moves to bypass the friends zone because it'll be approaching fast.
7) *THIS IS KEY* Don't try to explain every bit of information about America and English, this is boring and comes across as too pushy. Don't turn fun into a lecture... I can't stress how important this is, you can do it occasionally but don't rely on it to IMPRESS them. A better suggestion is to show your an expert in something and able to communicate that in simple English, if they say "sugoii" (SUE GO "E") then they're interested otherwise they don't care. If they're a linguistics major (like most Japanese exchange girls) then you can impress them with what you know... but don't rely on that either.
