Location: Queens, NY | | Alright, so there's this HB-8 i like, let's call her Anna.
Anna and I met at my college library and were small talked a few times. After i asked her for her number, i texted her, but never got a response back. REJECTION?
3 months Later, i discovered PUA books and forums. There's this ultra fancy dance for my fraternity in about three weeks and i really want to ask her. How can i go about her going with me?

If you text or call after three months she probably won't call.\
One technique for dead numbers is to send a 'misdirected text', something like "Hey baby, I got the tickets for the 7:00 show, so I'll pick you up around 6:30". or "I don't think I can go to Vegas with you for spring break after all".
If she responds to your misdirected text then you can try to game her by texting.
