Now, I just found out this girl lives very near me. So I suggested that we should meet somewhere near here.

And she said that she's not willing to see anyone, and that's not me, it's anybody. The only person she sees is her best (girl) friend. And it's because she had bad phase in the her life and she's waiting the dust to settle.

I really had nothing to say and just said "Ok.".

Now, what does that shit mean?

I think it means she wants to let the dust settle Seriously, women don't always talk in mysteries.

I assume she just got out of a bad relationship or something like that, and she's afraid to commit to a guy. Now personally, I'd try to make clear that you just want to have fun with her, nothing serious.
By saying 'OK', you really agree that you want to commit to her, which is probably not what she needs right now.

Maybe you could propose to go out with her bf, and maybe your best friend as well, to make clear you just want to have fun.

I haven't read the other topic, but I suppose you're not looking for a ONS? by having fun together, she might agree on seeing you again, without friends. When she feels really comfortable around you, don't push it, don't freak her out. Just connect with her, maybe with occasional kino to avoid LJBF.
